SERS took part in drawing up the designs for the full refurbishment of the first two phases of Avenida de Navarra in Zaragoza, covering the Avenida de Madrid–Paseo de Calanda and Paseo de Calanda–calle Rioja sections. The scheme turns this former entry and exit route into a calmed urban avenue, improving the connection between the Delicias and La Almozara districts and giving more room to walking and cycling, green areas and places to spend time.

The new layout reduces the carriageway to two lanes in each direction and adds a two-way cycle lane in a central position, within a 17.60 m wide mobility strip. Wider pavements, new pedestrian crossings and, in the second phase, continuous platforms at the side streets improve accessibility and movement between the two sides of the avenue. The scheme also adds new planted areas and large trees, permeable paving, meeting spaces, street furniture and facilities such as play areas for children and for older people.

The refurbishment also includes a complete renewal of the urban infrastructure, covering sewerage and drainage, water supply, irrigation, lighting, traffic signals and service ducts. The hydraulic works include new sewers of up to 2.00 m in diameter and a new main water supply pipe of up to 800 mm, together with the renewal of the local networks. The designs also cover the paving, signing, landscaping and traffic arrangements needed to create a continuous, homogeneous urban space along both phases.

In addition, the first contract included the outline design for Avenida de Navarra as a whole, which set the general criteria for its gradual transformation, as well as the detailed design for the first phase and the site management of its works.
